As you said when you open outlook in safe mode it works, in my experience, your current issue is more likely related to the add-ins of your outlook client.
In this case, you can open your outlook in safe mode and go to outlook add-in settings. When you opened the outlook add-in settings, you can try to disable the add-ins one by one in safe mode and reopen your outlook client do not use safe mode until you find that opening outlook client normally with some add-in disabled.

According to your description, my understanding is that you are using the same account and password in both signing into windows and outlook client, when you change the windows account password, the outlook hangs on. If I mistook your text, please add some more clarification to me.
